Course Objectives


The course aims at developing theoretical knowledge and applied understanding of the policies and instruments of the European Union's cohesion policy and other programs at direct and indirect management. Under the first profile, students will be able to discuss the different doctrinal positions in terms of interactions between legal systems, based on the different academic positions on this topic, and to interpret and describe them autonomously. Under the second profile, students will be provided with operational competence in relation to the management and reporting of the various financial instruments (direct and indirect management), and will be able to activate the knowledge acquired in specialized professional contexts.

Course Prerequisites


Knowledge of EU Law is recommended.

Teaching Methods


The course consists of classroom lectures (and/or online) and practical seminars with experts. The course will conclude with a practical exercise in Euro-planning.

Assessment Methods


Written exam (vote expressed in thirtieths), aimed at ascertaining the knowledge and ability to interpret and analyze the policies and instruments of the European Union in the field of territorial cohesion and cooperation. The test will be based on the materials distributed in class and on the photocopies from time to time indicated in class. The attendance of lectures is recommended.

Contents


The course deals with the evolution of the European Union's cohesion policy, from its origins to its current configuration. Starting from the division of competences between the European Union and the Member States, it analyzes policy content and tools, deepening the complex issues arising from the involvement of multilevel governance in its planning and management. The course focuses on cohesion policy and its role for the harmonious development of all the regions of the European Union. The structural funds and their operational are analyzed in detail: common and specific regulations, planning, management, monitoring, reporting, evaluation. Territorial cooperation is also deepened, both internal to the EU borders (Interreg) and at the external borders (pre-accession and neighborhood), together with specific national and international legal and financial instruments dedicated to it. The course is completed with an examination of the general aspects of the programmes directly managed by the European Commission (e.g. LIFE; CERV) and of those of indirect management, highlighting similarities and differences with Cohesion policy. The course is also enriched by the presence of experts and authoritative representatives of regional and national public administrations, daily engaged in the planning and management of cooperation programs and projects, to benefit, together with the theoretical deepening, of an operative knowledge of these topics.
