Course Objectives


The aim of the course is to provide students with advanced tools to understand and critically analyze economic policies in contexts characterized by increasing international interdependence, market globalization, ecological transition, and new social challenges. The course is designed to develop skills for interpreting the relationships between national economic policy choices and global dynamics, assessing the effectiveness of fiscal and monetary interventions in open economies, and understanding the issues related to the coordination of economic policies at the supranational level.EXPECTED LEARNING OUTCOMESKNOWLEDGE AND UNDERSTANDING
Students will acquire advanced knowledge of theoretical models that explain the interaction between national economic policies and international phenomena, gaining an understanding of dynamics related to trade, financial and monetary flows, and the role of multilateral institutions. They will also be able to critically assess the main challenges of global economic governance, with particular attention to policies aimed at environmental and social sustainability.APPLYING KNOWLEDGE AND UNDERSTANDING
At the end of the course, students will be able to apply the analytical tools acquired to examine complex issues in the international economy, develop economic policy scenarios in the presence of global constraints, and propose innovative solutions aligned with sustainable development objectives.MAKING JUDGEMENTS
Students will develop the ability to collect, select, and interpret relevant information independently for the analysis of economic policies, demonstrating critical thinking in evaluating policy decisions and identifying trade-offs between economic, social, and environmental objectives.COMMUNICATION SKILLS
Students will be able to present analyses and economic policy proposals clearly, rigorously, and using appropriate technical language, both in written and oral form, through reports, classroom discussions, and case study presentations.LEARNING SKILLS
By the end of the course, students will have acquired a working method suitable for the continuous updating of their skills in the field of economic policy. They will also be able to integrate economic knowledge with other disciplines to address complex and interdisciplinary problems, drawing on insights from scientific articles and reports by international institutions.

Teaching Methods


Lectures supplemented by exercises and case study discussions. Teaching materials and slides will be made available online on the course webpage.

Assessment Methods


The assessment of learning is carried out through a written exam, with a grade expressed on a scale of thirty. The exam is designed to verify the student’s knowledge of the topics covered in the program and to assess their ability to interpret economic data and present clear and well-reasoned arguments. The written test consists of three open-ended questions on the topics discussed during the lectures, each assigned a maximum score of 10/30. The final grade is determined by the sum of the points obtained for the three answers. Each answer is evaluated on a scale from 0 to 10, where 0–2 points indicate insufficient preparation, 3–4 points sufficient, 5–6 points good, 7–8 points very good, and 9–10 points excellent. Honors (“cum laude”) are awarded if the student achieves the maximum score of 10 for each question. Failure to reach the minimum score of 18/30 results in not passing the exam.
During the teaching semester, two written midterm tests are scheduled. Each test consists of three open-ended questions on the topics covered in class up to the date of the midterm, with each question assigned a maximum score of 10/30 under the same grading criteria. To pass the exam, students must pass both midterms with a minimum grade of 18/30 in each. The final grade is the arithmetic average of the two midterm grades. Honors are awarded only if the student obtains honors in at least one midterm and a score of 30/30 in the other.

Contents


The Advanced Economic Policy course critically examines the challenges that public decision-makers face in increasingly complex and interconnected global economic environments. Starting with an in-depth exploration of the main fiscal and monetary policy tools in open economies, the course investigates the limits and potential of public intervention in the context of high mobility of capital, goods, and people. Particular attention is given to advanced theoretical models that describe the interaction between national economic policies and phenomena of international interdependence, with specific reference to macroeconomic stabilization mechanisms, exchange rate regimes, and the effects of fiscal policies in globalized settings.
The course also addresses issues related to the international coordination of economic policies and the role of multilateral institutions such as the International Monetary Fund, the World Bank, the World Trade Organization, and the European Union, highlighting both their successes and their limitations in responding to global economic crises. Considerable focus is placed on the study of international trade and financial policies, the dynamics of globalization, and the emerging trends of deglobalization and protectionism, as well as the geopolitical tensions that influence policy decisions at both national and supranational levels.
An additional area of focus concerns policies for sustainability and the management of global common goods, such as climate, biodiversity, and water resources. In this context, innovative instruments such as nature credits and carbon taxes will be analyzed, along with green industrial policies necessary to achieve climate neutrality. Students will be encouraged to develop a critical approach to the new challenges of global economic governance, exploring topics such as the reform of European fiscal rules, central bank independence, global inequalities, and the economic impacts of ecological and digital transitions.
The learning pathway also includes the analysis and discussion of case studies drawn from current international economic issues and the examination of scientific articles and reports from institutions such as the OECD, IMF, and European Commission. These activities will promote the development of advanced critical analysis skills and the ability to propose innovative solutions to complex economic problems, fostering interdisciplinary dialogue on frontier topics in economic policy.
