Course Objectives

EDUCATIONAL TARGETS The course aims to provide students with the knowledge and tools to understand public intervention policies, both economic and structural, as well as the general functioning of the main social and economic institutions. Students learn the key economic concepts and the role of policy interventions that influence the economy and society as a whole. EXPECTED LEARNING OUTCOMES KNOWLEDGE AND UNDERSTANDING By the end of the course, students are familiar with existing economic policy strategies and are able to evaluate interventions with particular reference to the Italian and international contexts, assessing their impact on the economy and the functioning of social and economic institutions. Students possess the tools to understand how strategic policies are formed and how individual countries and their citizens interact with them. In general, students comprehend the functioning of economic aggregates that simultaneously imply independence, constraints, and interdependence among member countries. Additionally, students understand the development process of emerging economies and phenomena related to globalization. APPLYING KNOWLEDGE AND UNDERSTANDING Students are capable of analyzing and thoroughly understanding the socioeconomic aspects related to policy interventions. In particular, they are able to conduct theoretical analyses and design policy actions involving individual countries or aggregates. Additionally, students are able to formulate specific regulatory and policy scenarios. AUTONOMY OF JUDGMENT In addition to applying the principles of economic policy intervention, students are able to select and evaluate policy strategies. They can also gather and analyze information and data to provide assessments of Italian, European, and community program policies. COMMUNICATION SKILLS By the end of the course, students are able to use specific economic terminology appropriately, rigorously discuss the relationships underlying the models studied, and understand the various aspects of economic and monetary policy, as well as the role of institutions. LEARNING ABILITY Students are able to consult sources to deepen their understanding of the economic topics covered. They are familiar with the information channels useful for keeping their knowledge up to date in the field of national and international economic policy.

Course Prerequisites

No specific economic knowledge is required.

Teaching Methods

Teaching is based on frontal lessons. The course is based on lectures on theoretical topics and insights on case studies. Attendance is optional.

Assessment Methods

The exam is oral and consists of three questions. The grade is expressed in thirtieths. In addition to knowledge of the topics presented during the course, consideration is given to the ability to reason about these topics and the overall quality of the presentation. Specifically, the oral questions will assess knowledge of the social and economic policy intervention tools available to policymakers. The teacher will test the understanding of policy strategies and responses. Evaluation will focus on knowledge of the roles of governments and central banks, as well as relations between countries. The exam will verify the student’s ability to appropriately apply the learned concepts in light of the functioning of markets and country aggregates, by proposing scenarios for which students must formulate policy responses to problems. Students will also be asked to distinguish and provide judgments on alternative interventions. For each answer, the grade will also reflect the requirement to provide responses using appropriate economic language and through rigorous, well-structured discussions. As regards the positive exams (with a grade higher than 18/30), a grade of 18-21/30 is expected for at least a sufficient knowledge of the main typical issues of economic policy and the underlying political economy concepts. A grade of 22-25/30 can be awarded if the student demonstrates good knowledge and understanding of specific policy interventions according to economic theory, while a higher grade (26-27/30) is associated with a very good interpretation of the described tools with reference to globalization and its social and economic consequences in both advanced and developing economies, possibly citing data and case studies. For the highest grade (28-30 cum laude), the student must show excellent preparation and provide a comprehensive answer that includes an appropriate evaluation of alternative policies and different tools, as well as references to phenomena presented by the teacher and proposed in the textbook, indicating the sources.

Contents

The Course is structured into modules. The modules are grouped into the four parts that make up the study program, with the initial parts designed to provide the necessary knowledge to explore, in the remainder of the course, the functioning of economic systems and intervention policies. In the first part of the program, fundamental aspects of political economy are examined, as they provide the basis for understanding the laws governing the functioning of economic systems. These laws will then serve as the theoretical foundation for the interpretations, tools, and interventions of economic policy. Subsequently, specific types of economic policies are explored in greater depth, and the role of the State in the economy is introduced. This is followed by an analysis of Keynesian policies and the presentation of specific cases of public intervention. In the second part of the program, specific characteristics of some economic policies are examined in depth: unemployment and the labor market, stabilization policies, disinflationary policies, and the credibility analysis of the policies adopted. In the third part of the program, monetary policy and fiscal policy represent the main focuses of analysis from a macroeconomic perspective. Among the study objectives are the sustainability of public debt, policies in open economies, and international financial relations. In this regard, the consequences of economic integration processes on the societies of the countries involved are studied, focusing on inequality and labor, as well as on the social classes most negatively affected. In the fourth part of the program, before introducing the case of Italy and the European Union, the studied policies are applied to growth and development processes, with a focus on the role of globalization. The specific socioeconomic development processes of the so-called BRIC countries are also analyzed.
