Course Objectives


Course learning objectives
1. Understand the concept of the economic system:
Define and analyze the various economic actors
(private enterprises, public organizations, and nonprofit
organizations) and their roles within the
economic system.
2. Evaluate the rationale for public intervention in
the economy and the functioning of the public
sector: Compare liberalist and interventionist
perspectives, examining their arguments regarding
efficiency, inequity, externalities, instability, and the
protection of rights.
3. Familiarize yourself with the general models of
public sector functioning over time: Study the
primary theories and approaches to public sector
management, including Bureaucracy, New Public
Management, and Public Governance, as they have
evolved over time.
4. Analyze the conditions for the effective
functioning of public organizations from a
managerial perspective: Identify and explore the

theoretical and practical conditions necessary for
the efficient management of public organizations,
with a particular focus on the Public Performance
Management Model.
Knowledge and understanding
Develop a solid understanding of the functioning of
the economic system and the roles played by key
actors such as private enterprises, public
organizations, and non-profits. Critically evaluate the
reasons for public intervention, contrasting liberalist
and interventionist views while delving into crucial
topics like efficiency, inequity, externalities,
instability, and rights protection. Acquire an in-depth
knowledge of public sector management models,
tracing their evolution from Bureaucracy to New
Public Management and Public Governance, to
understand the conditions required for their effective
functioning. Gain practical insights into the efficient
management of public organizations through an
analysis of the Public Performance Management
Model.
AUTONOMY OF JUDGMENT:
Develop a critical autonomy of judgment on various
economic and managerial issues related to public
organizations. Acquire the ability to analyze and
evaluate the role of different economic actors and to
judge with awareness the reasons and effects of
public intervention in the economy. Distinguish and
compare the main models of public sector
management. Formulate judgments on their
implications for the efficiency and effectiveness of
the sector. Express well-founded evaluations of
public organization management strategies,
applying the concepts learned to analyze and
improve organizational performance.
COMMUNICATION SKILLS:
Clearly express complex concepts related to the
functioning of economic systems and the
management of public organizations. Argue
effectively both orally and in writing regarding the
reasons for public intervention. Develop the ability to

communicate in a structured manner the
characteristics of different public sector
management models and to present critical
evaluations of the conditions required for the
effective functioning of public organizations.
