Abstract:
The Carbon Border Adjustment Mechanism has now entered into force. The new revenue, earmarked for the Union budget and based on a carbon border adjustment mechanism, was introduced by Regulation (EU) 2023/956 of 10 May 2023.
The measure represents an essential element of the “European Green Deal”, which includes the set of “Fit for 55” proposals that aim to reduce greenhouse gas emissions by at least 55% compared to 1990 levels by 2030 and to achieve climate neutrality by 2050.
This is a mechanism aimed at ensuring that efforts to reduce greenhouse gas emissions within the Union are not counteracted by a simultaneous increase in emissions outside the borders, for goods produced abroad and then imported into the European Union. The Carbon Border Adjustment Mechanism, c. d. CBAM, in fact, involves the application of a price for the emissions embodied in the products of certain types of industries, comparable to that supported by Union producers under the current emissions trading system (EU ETS). The essay examines the possible application of CBAM to the agricultural sector.
