Contents
The course intends to introduce students to the basic concepts and principles of the current structure of the public-private social welfare system, with the related organizational processes that have made it possible to recognise, set up and articulate the areas of activity and intervention of social service professionals within the overall framework of the planning, management and provision of services and interventions at a national territorial and community level. To this end, the course will deal with the discussion and explanation of topics of a sociological, socio-cultural nature and application of concepts such as that of organization, personal services, social and health integration, welfare mix and welfare community, welfare partnership, offering students a series of interpretations capable of making the complexity of the organization of social services understandable and retraceable in their evolutionary and current dimension.
In more detail, the course intends to provide the student with adequate knowledge of the organizational issue of social services through a first fundamental contextualisation of the national and community panorama, with reference to the main welfare models from which social policies responding to needs derive, with a specific attention to the dynamics of construction of the social and health integration that took place in Italy thanks to the decentralization and territorialization (rescaling) of the health and social welfare system, with the highlighting of principles, aspects and procedures such as trifocality, subsidiarity (vertical and horizontal) , citizenship and levels of governance, case management especially in specific areas such as non self-sufficiency, with some critical reflections on epistemological concepts such as those of "bureaucratic phenomenon", "institutional structure", "active policies", "social health integration ”.
In this regard, the course strongly exposes and contextualizes the areas of intervention of professionals, noting the appropriate similarities and differences in the social work carried out in different bodies and institutions, and yet aimed at the same objective, i.e. the enhancement of the role of the Assistant Social in his figure of institutional and advocacy representative of the requests and rights of the citizen user, with the dynamics of assessment, planning, intervention and evaluation capable of explaining the organizational and managerial change "from the inside", or from the perspective of the professional of the help, with respect to one's own style of social work and the role covered in the areas of intervention pertaining to it.
